3-month jail, Dh5,000 fine for beggars in UAE: Public Prosecution

DUBAI – The UAE Public Prosecution issued a fresh reminder to residents that beggars will be punished with jail term of up to three months and a fine of not less than Dh5,000. Under the UAE federal law, penalties shall be imposed on "whoever is caught begging to obtain a physical or in-kind benefit by any form or means". According to the Public Prosecution, the begging offence shall be considered an aggravating circumstance if the beggar is healthy and has an apparent source of living. The penalty shall also be tougher if the beggar pretends to be injured or have a permanent disability or pretends to do a service for third party. The law will also impose tougher sanctions on beggars who use “any means of deception in order to influence others and appeal to their affection”.
