POLO Dubai to grant exemptions for emergency cases under ‘No Appointment, No Entry’ policy starting May 4

  DUBAI – The Philippine Overseas Labor Office in Dubai (POLO Dubai) told Expatmedia.net that it will be granting exemptions for “emergency cases” to those who need contract verification services or Overseas Employment Contract (OEC) issuance at the agency. ALSO READ: How to apply for OEC, contract verification in Dubai  The news sparked inquiries from readers asking what they can do to verify their employment contracts if they have scheduled flights but can’t secure an online appointment prior to their flight home. “In consideration of the emergency and relevant attendant circumstances, we will consider those with flight [to the Philippines] the following day,” POLO Dubai told Expatmedia.net on Monday (May 2). This means that applicants with emergency situations may walk-in at POLO Dubai to have their employment contract verified a day before their scheduled flight to the Philippines. POLO Dubai said it will assess each request on a “case to case basis” and will require proof of the emergency. POLO Dubai said it will soon issue an advisory on the process. POLO Dubai also advised registered Overseas Filipino Workers (OFWs) that as an alternative, they can authorize any individual to have their contracts verified at POLO Dubai, which will then be forwarded to them by email as soon as the verification process is completed. “OFWs, if they have scheduled flights and even when in the Philippines but can no longer process their contract verification at POLO Dubai, can authorize any individual to have their documents verified. [Verified contracts] will then be forwarded to them by email,” POLO Dubai told Expatmedia.net. The agency clarified that “verified contracts and OEC are not required in going to the Philippines, but when returning to the UAE”. ALSO READ: No OEC for Filipinos who entered UAE on visit visa, tourist visa POLO Dubai confirmed that it will only verify the employment contracts of workers who were not previously registered with the Philippine Overseas Employment Administration (POEA) or have no previous record with POEA, particularly those who travelled out of the Philippines on tourist visa or visit visa, but later found employment abroad. “After the verification of employment documents, POLO shall advise the workers to process their OEC at the POEA upon their return/vacation in the Philippines,” according to POLO Dubai. POLO Dubai clarified that it will not issue an OEC to Filipinos who entered the UAE on visit visa or tourist visa but later found employment in the emirate. “POLO Dubai will not issue an OEC to workers who have entered UAE on visit visa or tourist visa and then converted to employment visa. [These] OFWs can avail of their OWWA (Overseas Workers Welfare Administration) and OEC in the Philippines,” POLO Dubai told Expatmedia.net. For registered OFWs needing OEC or employment contract verification, POLO Dubai said it is opening more slots for appointment this May. For OEC issuance, POLO Dubai will entertain 150 appointments per day. Starting in May, POLO Dubai will also consolidate the employment contract verification and OWWA membership application or renewal as one appointment, with 250 appointment slots allocated per day. An OEC is issued to an OFW whose employment contract has already been verified by POLO. The OEC, also known as exit clearance or exit pass, is a document certifying the regularity of recruitment and documentation of an OFW and proof of his or her registration with POEA. The OEC is presented to the immigration officer at the airport of exit in the Philippines. A worker exiting from the Philippines without OEC may be prevented by the immigration officer from leaving the country. An OFW who holds and OEC enjoys the following privileges: travel tax exemption, airport terminal fee exemption and reduced travel tax for spouse or dependents. POLO Dubai encouraged OFWs to process their documents before their travel date and reiterated a POEA advisory for “all workers not to leave the Philippines with a tourist visa or visit visa but to undergo the legal channel and have their documents processed with POEA”.
